What's Kishi's idea behind this 'Perviness' sequence?

Well, I rarely post this kind of threads but my little brother just noticed something and I went thinking that, he's quite right.

So here it is -

How come that almost every teacher/sensei of Naruto are pervy?

Of course, this clicked into my mind after Bee's showing his side of on Tsunade's boobies...

If you think back of it...there has been -

- J-Man (no need to explain on this)
- Kakashi (who fancies on Jiraiya's books)
- Now Killer Bee
- Ebisu (who taught him how to walk on water)
- Yamato (isn't really pervy but do have some gay antics at times)

Even Hiruzen who instilled part of the Will of Fire in Naruto was somehow

So all these facts mostly shows that Kishi did it on purpose but I'd like to know why?
Does this hints how Naruto's character will be in the future OR any other idea why?

Being a perv and pun-catcher is not the same.

Take it as me for example, if someone says "This is hard." I respond "That's what she said." Doesn't make me a perv but rather I use that pun as a naughty way to express.

How can men who have nosebleed look more manly? They look more funny and goofy if you ask me?
Flaunting muscle or macho attitude can be seen as manly but really nosebleeds?

Think about how the men are vs. the women in anime. The men have go searching and sneaking around trying to peek but freak out when they actually see something. Women, on the other hand, just want love and can handle seeing a nude male (unless it's a perv gag). Men are considered pervy and impure minded and women are considered loving (or confused) and pure minded. It's according to social beliefs made values of sexuality in Japan (well much of the world) so they express that in anime quite often. It's pretty much expected or something's not right according to viewers who believe in such social views.

It's to exaggerate the pervyness. It helps criminalize men's behavior while laughing at them (the gags).

Honestly, I think they're having fun. They are people after all, so that's why I think Kishi does it. They're ninjas, but fun ninjas!

nearly every manga ive read has had some perv scene
