Theory 1
Hes going to interrupt the Sasuke Raikage fight right when it appears Raikage is going to kill Sasuke.
Gaara still owes Naruto one big time for saving him when they extracted his bijuu. I cant see Gaara just standing there while someone so important to Naruto gets killed. He seems to be the most level headed one at the summit. Nobody is listening to him because hes so young. The Fifth Mizukage seems to enjoy Gaara when he speaks so i think she will back him up. This would make the Raikage stop because he doesnt want to kill or have to fight 2 other Kage. Doing so would cause a major war. The battle would stop Sasuke so badly hurt from the fight would fall to the ground. Thats when Naruto would show up. Naruto will have a major talk with Sasuke explaining how Madara is using him. Then whatever Itachi implanted into Naruto will take effect and make Sasuke "and everyone else at the summit" see the light that the ones really responsible for killing off the Uchia Clan were Madara and Danzo. This would also be news to everyone at the summit they would all turn to Danzo. Chapter end
Thats all i got right now on that theory
Theory 2
If Gaara doesn't jump in i think he will confront Danzo and tell him he shouldn't even be Hokage. He will say Uzimaki Naruto should be the 6th Hokage. The rest of the summit present will be in such shock that the young Kazikage would say such a thing will hear him out. The summit will see that Danzo just used his stolen Sharingan to make the elders make him the Hokage. This will prompt Danzo knowing his ploy has been brought to light to unleash his sharingan and try to escape. This would trigger a battle in the summit room. Making the actions of the Sasuke Raikage fight stop. When they look to see whats happening Sasuke will use this opportunity to escape. This is where he will run into Naruto will see him badly beaten up and try and help him. Sasuke will want none of this and slap his hand away. When there hands make contact it will trigger the gift Itachi gave to Naruto. Like my previous theory this will make him see the light. He wont believe it mainly because its so shocking and he wont want to believe he was used. He finally sees the light and they retreat to Konoha. When they get back Tsunade is awake but in bad shape. They explain what happened at the summit and the chapter ends.
either way i think Gaara is going to be the stop gap in the upcoming chapters. Hes going to be the main reason something goes down.
