Strong. People like to downplay it using the Tsunade example but if she used her strength like a smart person, she would be one of the best people in the Naruto manga.

(Nothing like punching the ground so hard that you actually cause the opponent to fly making them defenseless or destroying their foot hold so that they can't counter your almighty punch.)

It all depends on your style. Some people have speed compliment them well just like others have strength compliment their style. Just like everything though a balance is needed because it does not matter how strong you are if you aren't fast enough to hit someone, however, it does not matter how fast you are if your punches do not hurt when you make contact

Everyone basically has a kunai. With speed you can easily cut some one up without needing much strength

Technically if you're physically strong (Narutoverse wise) you can be fast too. Just put most of your chaka in your legs then your super fast. Now it would suck if you have to alternate between the two. I'll take fast legs over weak punches anyday.

It depends, if you strip away every other attribute and have speed then you will be fast but do no damage to your opponent whereas if you have just strengh you can just crush them or the ground if they get near.
