fast. no point in being strong if you cant touch your opononent.

a example is tsunade and minato

Well the fight between Ohnoki's squad and Kabuto (confining jinchuriki arc) is a good example of this. There was a point when Onoki punched Kabuto (it was a clay clone) but Kabuto said "such a weak punch" since it did nothing. Then directly after Deidara said "you have gotten faster old man".

So basically speed without power is useless, as is power without speed (since you won't hit anyone). You need a balance of both. Example "A" (raikage).

What type of "strong" are you talking about?

ex. Madara, powerful strong vs Minato

or

ex. Guy, physically strong vs Minato

If the first one, then that. If physically, then fast.

In real life? Strong. You'll never see that fast little midget beat the fat guy.

It depends;

You could be as strong as the Hulk and still be a formidable opponent even though you are lacking in speed.

You could be as fast as Ooniki was when he one-shotted Kabuto at Turtle island but the punch had no effect.

That being said;
If you have 100% Strength and 0% speed, your complete fail and vice-versa.
