I would find his parents/guardians and make them pay damages. It's not my place to scold or parent other people's terrible children. Ultimately it's not even the fault of a child that age. His parents border on detrimental to the child and society.

He looked rather angry, so I would let him be until he calms down. Then I would kindly ask him to leave, before calling his parents to pay for the damages. Honestly, his parents should have brought him up better than that though.
