and Minato was the rival of Ay and they fought each other many times and Minato own so Raikage was obsessed at a point of time in defeating minato but it is meaningless now

No I don't remember anyone ever stating that (and also a Konoha ninja saying their village is the strongest is not believeble)

but as far as we have seen hokages are hte most powerfull kages, the jounins of konoha are the strongest so far and the armies are also strong doesnt it show that they are hte strongest?

Exactly, so why argue the point when he's been dead for seventeen years? Being at war with someone is not obsessing over them. In Madara and Hashirama's case, it is different because they were friends who grew up together.
