It would be lower , they woupd acutally offer him a job. Hes taking out corruption . Hes doing the wg job beyter than them.... or maybe its becausr they are corrupt

The government did add up all of Luffy's actions it's just that it wasn't made public to everybody. The only thing that was made public was...
1. Enies Lobby
2. Paramount War
PreTimeskip and his bounty was 400 million after the war. By the time he even got up to the Eneies Lobby he already had 100 million bounty yet it was never made public on how he even got there in the first place, only people with connections and political power figured out the truth.

Skypiea isn't really a crime feat so he can't gain bounty from beating a sky dictator that is out of their jurisdiction, it was a knowledge arc if anything because he helped out a civilization and Robin read the poneglyph.

forgetting fishmen island they probably dont know about that and thriller bark they covered it up and after his bounty didnt go up

Still knew about it. His bounty is what it is because of everything. Go back to naruto imstead of trying to prove the people who sit here in the one piece section everyday wrong

Kuma reported to Sengoku about Thriller bark, they knew about it. That’s why his bounty became 400 million in the first place. The only reason why they didn’t increase it in the paramount war was because they thought Luffy died after going mia.
-When Luffy beat Crocdile his bounty became 100 million
-When Luffy defeated Rob and declared war against the govt in Enies Lobby his bounty went up 200 million plus more making it 300 million.
-When Luffy escaped during the Paramount war his bounty jumped 100 million more making it 400 million because he defeated Moriah.
-Bounty remained still because they thought he didn’t survive
-Beats Doflamingo and his bounty jumps 100 million more making it 500 million.
Every Warlord Luffy defeated his bounty had a 100 million interval jump.
After he beat a Yonko FirstMate Katakuri (Dogtooth) he gained 1 billion bounty on top of what he already has and the grand fleet he gained during the dressrosa arc validiated his status change to be 5th Yonko
Note: Gaining a Grand Fleet doesn’t increase your bounty because Sengoku and Issho know about the alliance Luffy had with the other pirates back at dressrosa but it did nothing to luffy’s Bounty.
Some actions Luffy takes doesn’t increase his bounty like the Fisherman island arc and skypiea.

they covered it up his bounty went up because of him attacking the world noble and marineford they had no reason to make it higher if they covered up the fact that he beat moriah that why no one knew he defeated moriah

His bounty didn't go up because of the world noble or the paramount war. It was because of the fact that he beat Moriah. They covered up the Crocodile fight yet his bounty still went up to 100 million.

Striking a World Noble will just get the Admirals sent at you

And Luffy's bounty didn't jump because of the Paramount war because people thought he died so his bounty was lower than what it's suppose to be:
