If you follow both to the latest you will see that Vander Decken is a Fishman that ate the Paremecia Type, Target Target Fruit. He is unable to swim for he acquired the same weakness to water as other Devil Fruit eaters, Human, Animal or Object. Being a Fishman, and thus having his whole life under the sea, he figured ways to go underwater without touching it, such as traveling and living on Ships and Houses filled with air, or using a bubble suit. Also you will notice he retains the same strength a Fishman of his size and built would have.
