Tobi was working with Madara as Madara. If he came to the rest of the Akatsuki as Obito or Madara, they probably would have left the Akatsuki after learning what the Bijuu were really being captured for. Plus the Tobi guise kept the attention off of him and on Pain and the other Akatsuki members. Plus it made for an even better surprise/twist in the plot to learn the class clown is actually the master.

I think that was probably to show the nature of that 'obito' which was somewhere behind the mask...
Obito always tried to smile in his childhood, even if he was a looser and never respected by anyone including his subordinates, but then he came across the brutal world, and gone through all those things to become the Obito Uchiha we saw from chapter 600..And probably Kishi wanted to portray the 'good boy' character that Obito /tobi had behind that mask, because all the things he did were to end the concept of looser/for better world..

The point was that it was always OBITO.. He pulled off one of the greatest deceptions... noone expected it until pain arc... Kishimoto pulled off a great move.

THESE ARE THE REASONS:

1st: He hide his identity as the founder of Akatsuki to the Akatsuki members (except Nagato and Konan). This is to avoid the members knowing that he isn't the real Madara especially when keeping in touch with them and when curiosity comes to the members. Remember during his Tobi acting time, he is just not strong enough and same personality as Madara to show to the members. This would crush the trust in their org. knowing he isn't the real.

2nd: It is part of his overall plan. It is useful act that creates an impact to the other characters to do their role in his plan like: Diedara fighting Sasuke to let Sasuke know Itachi's closer location.
