Well he was the leader behind the scenes. Only Pain (and I guess Konan) really knew about who he was. So that would explain him joining the team - it was just in his best interests - deep cover, if you will.

As for "funny" Tobi, I think, again, it was just to not blow his cover. And really, it made it so their enemies wouldn't focus on him, which they would have if he was openly their leader.

I think kishi thought that every evil group has one funny and weak character and in akatsuki all members are amazingly strong so to make a twist he added tobi but it seems to be bad idea to him that's why he made him leader of it. well its just a thought

The organization needed someone to fill in for Sasori. Tobi wanted to start moving, finding a new Akatsuki member would have set them back, so he became Goofy Tobi to quickly fill that space.
