I also wonder about this because the fox who would have been told by the so6p that the juubi is the god creation in the universe so maybe your right that the so6p read the juubi all wrong and he was trying to make it right again.
But if that's the case you would think he would release the juubi but maybe Sage was more scared about the humans pissing the jubbi off so he made it so the humans cant get into contact with the juubi until humans are ready.
either way it is intresting that juubi's way of protection is destroying the humans as humans are part of the earth at the end of the day.
we are yet to know what the juubi is really, because naruto sensed chakra that reminded him of natural energy, not natural energy itself by the way.
