Sasuke uses his own chakra to use the power of the Bijuu chakra on his Susano, that is why Sasuke couldn't use his Rinnengan anymore to use the Bijuu chakra.

Naruto can use all the Bijuu chakra without wasting his own chakra.

Naruto only had at least 50% of kurama's and 5% of the other bijus chakra (actually could be more less since he used them mostly on kaguya) while sasuke is the one who had the almost complete package of their chakra.
