S-Rank is generally reserved for high Jounin level or Kage level missing nin....
if you take high Jounin level or Kage level from back in the original Naruto before the time skip then yes he is S-Rank...

but if you take High Jounin level or Kage level from what we know now, then there is no way you can rank him S...

that is not underating, that is being honest.

Dude the definition of S-Rank, is High Level Jounin and Kage level.... so if you say he is S-Rank then you are saying hes is kage level...
