Welll, thats a very good question. If I had to choose I would probally say the top and most proficient in Ninjutsu are:


Nagato Uzumaki
Hiruzen Sarutobi
Orochimaru
Kakashi Hatake

Nagato Mastered everything through the rinnegan

Hiruzen has mastered all foms of shinobi combat, and the justu that he first used on orochimaru flowed perfectly. Danzo even openly acknowledged the Hokage's sheer prowess in utilising any technique as unsurpassed.

Orochimaru knows all things his goal in life is to understand jutsu better than anyone. He creates and perfects everything.

Kakashi knows 1000+ techniques (enough said)





The reason I dont include Hashirama or Madara is because (even thought there techniues are powerful) they are limited to what they use. Hashirama knows Earth, Water, and Mokuton but all we ever see him use is Mokuton (no diversity), and Madara from what we know only has the Fire element and Sharigan techs so he also lacks when it comes to a variety of other element and skills.
