What Naruto saw inside Sasuke?

Maybe it was the amount of hate in him. Sasuke uses it, so maybe it works the same way as the whole "protect what is precious" thing works, where when things look totally dire the battle turns all of a sudden because that's when a person shows their real strength. Kinda like how Jiraiya taught Naruto to bring out his other chakra by pretending he were seriously about to die. (But he was only able to manage it when he really was about to die).

Hate is like the same thing, but an opposite kind of a source of power. It doesn't matter if Sasuke was losing his vision or weak from his earlier battles, the Power usually shows itself when things start looking bad.

Whenever something really precious and important was at stake, Naruto always made use of the ninetails, and he figures the next time he has to counter that kind of power he would have to do it again. So that's why he had to put it off in order to figure out how to control it so he can face Sasuke's Hate properly.

There is a power stronger than any chakra or jutsu, it's called the heart. Various times in Naruto we've seen strong emotions drive people harder and they become more powerful as a result.

Naruto sensed so much hatred, so much determination to achieve his goal, he simply couldn't stand against it.

I think he saw the hatred and grudge on Sasuke and he knew that if he came to a fight with him he wouldn't be able to defeat him since at that point Sasuke was a little bit more powerful than Naruto (unless he went on Sage mode, I believe then he had more chances), plus I don't think he would have the heart to harm Sasuke critically or kill him, specially while he was seeing him like that and after hearing about Itachi's truth and everything.

Its possible that it could have been Sasuke's hate which also reflects Naruto's hate which is Kurama at the time..My theory is that Naruto's choice to control Kurama wasn't because he couldn't beat Sasuke or have more power but to destroy the hate Kurama emitted inside him.

It doesn't matter, since this happened long ago in the past. There isn't even a recollection of that Sasuke now, but maybe Naruto told K11 that he wouldn't have been able to defeat him, because he's his best friend and he won't be able to go full power against him.

After Sasuke had Defeated Danzou and ran into team 7 the reason that Naruto decided not to fight him then was simply because he could sense that Sasuke was stronger.
Still it wasn't that simple. Sasuke was weakened physically and was low in chakra, but Naruto sensed something inside Sasuke .
Something so strong that it forced him into the choice of training to gain control of the nine-tails.

What did Naruto see and why did this scare him?

It wasn't power that naruto felt, it was conviction, no doubt, sasuke was prepared to kill but naruto was ready to face thought, sasuke had a bigger goal whereas naruto was chasing his selfish dream + naruto might have seen or felt the 1% good in sasuke and he knew he wasn't ready to face that @ the moment.

...Naruto was underestimating himself, naruto never seen the Susanoo before but sensed sasukes hatred... Tbh to be completely honest there is noo way sasuke should be able to beat naruto before he got his EMS power up.. noo way. Narutos sage mode is beyond another level, sasuke would have gotten raped if he faced pain, naruto beat pain with no KCM. So sasuke actually being stronger than him is 100% not the case.

As a matter of fact, a few pages after, Obito and sasuke acknowledges narutos power, that confrontation with naruto drove sasuke to wan't to implant itachis eyes, so just as naruto saw something in him, he saw something in naruto.

And Btw Obito was watching over sasuke like a ****ing guardian angel so..
