Firstly, this is absolutely the worst scan anyone could ever bring up as a means of comparing their respective speeds, since their clash had nothing to do with speed.

Secondly, whenever the f*** did Rinnegan grant the wielder with super speed? It provides teleportation, not incredible foot speed, so your argument is irrelevant because Sasuke didn't use teleportation and his foot speed remains the same as his base speed.

Thirdly, just having the Rinnegan active doesn't mean Sasuke is also using its powers. Plus Sasuke always has his Rinnegan active. Don't use this as an excuse to defend Naruto's powers.

Naruto = Naruto's chakra + Sage's chakra + Nine Tails chakra

Fact is Base naruto fought with sharinnegan and ems tech at the same time.

@bold Fact is also that none of EMS and Rinnegan tech were used. Activation of eyes really has no importance unless they are used, unlike chakra modes which enhance the physical capabilities of the user upon activation. The powers of chakra modes come later into the scene.

Actually Naruto can easily fight Sharingan users in his base form because his athletic ability gives him the edge in taijutsu. Sasuke had his Rinnegan and Sharingan activated yet Naruto reacted with no problem

Can you tell me what impact does the activation of Sharingan and Rinnegan have on the user's foot speed and reflexes?

He was brought to base against Sasuke at vote2. sasuke had sharingan and naruto kept up with him and he even countered him mid chidori when sasukes eye power weakened for just a second. The fact that he can got toe to toe with a shanrigan user speaks volumes about his base abilities imho.

Sorry, but having the Sharingan activated gives better speed perception of others. It does not boost the user's own speed. So Sasuke had no advantage in speed even if the Sharingan was activated. Or even if the Rinnegan was activated.
