What movie am i thinking of?

The movie takes place in a major US city. There are some terrorist attacks that result in the death of many citizens. It gets to the point that the government decides to gather up all the people from the middle east in a type of concentration camp.

Any info would be great.


I remember a scene from the movie. Its a shot of the streets the a character is looking out. A bus backfires and the people walking the streets panic. and thats when we realize the level of fear that is in the citizens of the city.
