For me BOTH.

Good personality + great power is the main cause of me liking a character. For example : Minato, Naruto, Itachi.. Having both power and personality (they have different personality but in a good way that makes people liking them.. they all being called "HERO" )

but there is exceptional for one -> Hinata (not great power but she has personality that makes me like her)

However I think 1st appearance is more important! If one character has being overrated from the start but turn out to be lame after I think most people will lost interest for (eg Gaara he was so cool back then but he just plain nothing big improvement from previous him).. Also if the character annoyed you from the start do you think if anything changes towards the chapter will you like them ? (in my case Sakura have been annoying from the start that whatever power she get now wont makes me like her)

P/s: It just example from my liking :win:

Mainly personality, development, moveset and design. Power is an addiction that's not always necessary, since a character can be good without being powerful. Sasuke and Hashirama are my favorites, independently from their power.

Personality, backstory and depth make a character for me. Appearance is little needed. But making a very smart person ugly and unhealthy is kind of killing his character if not for an illness. To say a smart person who knows how badly things affect him yet he still uses those things is a sign of stupidity.

Power is as well little needed. For example as Dejavu typed. Kaguya, powerful but bland.
Madara had a very nice attitude and personality, with power to back him up make it very nice.

For a good weak character, he'll have to use his specialty. Lee for example can't use ninjutsu or genjutsu, but a specialist and an expert in taijutsu to back him up. A person who lacks strength goes for speed, Sasuke for example that is. And a person who's physically ill and can't do nothing but a genius can be the mastermind on a strategy and a plan, Kakashi when he lost his sharingan and couldn't try anything against Kaguya for example.

Even the weakest should have their strong points. Their personality is a main point, their backstory should reflect the reason to their behavior, and with that. I can see if I should show sympathy to that character, or see if he had valid points for his actions in his life.

It's not power that they bandwagon I think, it's relevance. If a character gets a powerup, they become relevant to the manga generally, at least a short term spotlight.

Regardless, I like a character mostly for their personality, values, and generally they have to look cool. Usually a character's response to specific situations will help me decide if I like them more as well

I've noticed the same thing.

As for me, it's the character mostly. I go by the personality and design, I view their abilities as only accentuates and helping to define their characters from the rest. In fact, most characters that are in my favorites list are characters that I can relate to, or could even see myself as:

2nd Mizukage
Hiruzen
Jiraiya
Kakuzu
Obito

Etc.

I will admit though that there are some that I like based solely on abilities, but they are not "favorites." So on one hand I can understand a character being liked because of superficial reasons, I just however cannot understand why it makes them popular.

Personality always trumps power. It doesn't matter how powerful a character is, if they have no personality then I don't care for them. However, even if a character is fairly low tier, they can still win me over with their personality.
