Secondly he was noted to have been able to do the most complex water ninjustu with only hand sign.
He could also make water appear without any surrounding bodies of water avaible.

So when you ask why he is the best its because he can make water where this is none and can cast them in a fraction of a second it takes most to cover halve the signs to begin with.

And Hiruzen knows every Konoha jutsu Lol

senjus are worthless fodder trash for the most part. only hashi and tobirama and tsunade are anything and even then hashirama blows both out of the water. tobirama has literally no hype whatsoever, crappy weak suiton and nothing in the way of combat ability
