Tobirama is hailed as the best suiton user in the manga which should be enough right there since kishi made this manga not you.
Secondly he was noted to have been able to do the most complex water ninjustu with only hand sign.
He could also make water appear without any surrounding bodies of water avaible.

So when you ask why he is the best its because he can make water where this is none and can cast them in a fraction of a second it takes most to cover halve the signs to begin with.

I'm not a tobirama fantard, but (and don't quote me on this) wasn't tobirama such a powerful adept suiton user that he didn't even have to weave proper hand seals for the jutsus? Suiton Suuriyudan (dragon bullet) requires 44 hand seals. He pulled it off in one....

Also says he was a such a powerful suiton user he could use water techniques where there was no water, basically creating water out of the air or whatever, however, kisame also did this when he was fighting Gai's team in the desert. So my main logical point would be the hand seals thing.

The problem is that at the moment we can not compare Kisame and Tobirama, since we do not have enough information about Tobirama and his jutsus. So undtil we get any valuable information about Tobirama, Kisame is still a better suiton user then Tobirama. Anybody that tries to state otherwise, most likely do not have any proof and hype is simply not a solid argument.
