I know that he is meant to be smarter but when you look at the feats, Sakura is more versitale and she practically done the same thing he has, maybe he's more faster?....but Sakura had to be fast in her fight with sasori. Maybe his lack of power makes his intellect more stand out ish, seeing as how he can't heal himself? IdkSakura is smart but smarter than Shikamaru, not at all. Itachi is strong but is he stronger than Madara, no.
Sakura has done all of these things though, maybe they are sort of equal in intellect
That what I have done read the manga, and seen her feat then looked back at Shikamaru and then found out how simular they were.
But that is like speaking of the prime hizeren bs, and if we use hype Sakura was deemed the brightest in the village.

And shikamaru has feats, he defeated someone like Hidan using such so called weak techs, his ability to come up and produce excellent strategies take him above Sakura.
Here's more to add to his list. Also, it's just in his character, Kishi wanted him this way. Sakura is very smart and intillegent, but she's battle smart. The fight against Sasori, he noted that she watched him like a hawk. Shikamaru on the other hand has that, an can make a team based on personal abilities, and fight his worst matchup and win. After the fight against Tamari, he was just better recognized.
