What makes people think Instant Regeneration is OP?

The instant regen madara had should not be compared to characters way below his level. He is on a whole other level. His individual regen is OP. Not the ones of way lower level characters.

Its OP for characters that otherwise have no special abilties.
Naruto currently doesnt need "instant" regen, cuz he his practically a tank and his other abilities dwarf it, like sensor ability, he is too pro, best sensor in the manga, tobirama and minato included.
