Jiraiya is my favorite character, but more importantly, his character was handled better than most others.
While he wasn't he focus and kept mysterious and cool, he's not like orochimaru who never delivered. He never had a wavering resolve and even though he's not juubi strength or anything, he's perhaps one of the most significant characters because his idealism is the closest we've seen to the sages and it inspired people like naruto and minato.
But what makes him truly BADASS? He's one of the only characters whos max potential is almost unlimited based on how it was written in. People like naruto have a set amount of things they know. Because we follow him all the time, any move he has, we know about (not counting new moves that he gets). Then theres people like kakashi who actually died before. We know he doesn't have any unknown game changing moves. if he had anything of worth, he'd have used it before he died. Jiraiya is different
He is in that magical position of having unimaginable hype (sannin, making itachi and kisame flee, training nagato etc) yet we only saw him fight seriously once. And in that fight, he used new moves throughout the entire battle. New and DIVERSE moves. he's not a one trick pony. Almost all of his moves are OP and even his supplimentary moves are extraordinary. He died without ever hitting a dead zone. So to us the readers, its possible that he has only shown us a fraction of his arsenal. Sure, he did die, but it wasn't due to being out of abilities, he didn't know the full power of pain and got ambushed by asura path. The game was over right there.
This means that if jiraiya did come back, he wouldn't be like neji who couldn't do anything. Its entirely possible that jiraiya would be relevant. now i know what you're gonna say, it would be bad for the story. thats true. The focus is on naruto and sasuke and madara. But a couple characters managed to still shine, like hiruzen, kakashi, and gai.
If jiraiya ever came back, he'd still have something amazing to show. We have NEVER seen the firebreathing toad that he always talk about. the one with the giant eso****us. I'd LOVE to see that thing. Maybe its like manda II in size
