First of all you need the power and reputation to protect the village against most if not all threats. This is like how they choose Tsunade for her strength and her place as a Legendary Sannin. She might not be the strongest in the Village (Jiraiya and perhaps Danzo is above her), but she is strong enough to make people wary of attacking the Leaf. Second you need the experience to lead other people, know how to make hard decisions and be able to lead a organization like a Hidden village. Third is that you need the charisma to make people follow you and your orders, even if they don't understand them. Then there is a fourth, although it is more like a tradition, to be family with a former kage of the same village, like how Tsunade is affiliated with three of the former Hokages and Naruto with six former Hokage.

You have to be exceptional for a Jounin. Look at kakashi, I'll be honest when he took over the first time as kage he would have been the weakest one and by far, but he had a good enough reputation (not to mention they were a little desperate) and also good battle tactics. And they knew he could lead a village even if he wasn't the pinnacle of strength in the ninja world. I think preference however is that they are the strongest in the village, just like Jiraya was when they tried to chose him for hokage.

You have to be able to protect a whole village by yourself. Let's say a huge threat is trying to crush your home and you have an option of either putting up a fight with this foe or acting like a coward and screaming for someone to save you. (Anyone who can guess who I am talking about).

I like to think that if you're Kage level in a certain village, then you must be as good as the current Kage.
Leaf: Naruto, Sasuke
Sand: Gaara <possibly Temari and Kankurou>
Cloud: Darui, Bee, <possibly more, since Cloud supposedly has many very strong ninjas>
Stone: Kurotsuchi, <possibly more, since Kurotsuchi had stiff competition for the title>
Mist: Choujuro, Suigetsu <possibly some of the new swordsmen>
I say this because:
* If we base the rank on the weakest current kage (possibly Kurotsuchi), then that possibly makes most Jounin Kage-level.
* If we base it on the weakest Kage, the same happens, but more so.
* If we base it on the strongest Kage, then only Sasuke can keep up. Even the other Kages suddenly become Jounin in comparison.
* It simply can't be based on Ability alone, because it's an administrative post, more than a military one.
