Susanno can be used through 1) Your Eyes (Itachi didn't have it) 2)Through your body (Itachi's Edo Body is not his original body) or through your 3) Chakra in the brain (Which Itachi had). This means that the Weapons have fused with Itachi's soul. So one can say that Itachi himself has become the Yata and Totsuka.

The whole fight was scripted. And he can use Totsuka and Yata without eyes so that point is invalid.

Itachi reacts to it faster than you think. He reacted to Kirin which also has Light in it. Kirin is Light + Electricity.
