It depends on the skills. Kakashi clearly doesn't have the capacity to use it in its full extent.
Obito already hinted that he could use 6paths techniques if not he hadn't been controlling Bijuus because they take too much of a toll already

So if it is Madara's Rinnegan then yeah he would be Pre juubi Obito's level. If it's his own then idk.(I'm sure there's more to be seen from sasuke's Rinnegan)
