Naruto in base can make a army of clones with Oodama Rasengans and not to mention that was only a clone thaqt did it so only a portion of his chakra was able to do all of that. Base Naruto is atleast kage level.

He is jonin level easily-high jonin at best. If you look at the average jonin level shinobi in the shinobi alliance it becomes clear why........

People need to not underestimate Naruto's battle smarts and 1000+ clones which is basically 1000+ minds with 1000+ attacks coming at you. Base Naruto is easily jonin level at the least.

base naruto is prob jonin to high jonin considering he did beat kakazu even if he did have help, i wouldnt put him as kage level because i dont think he could beat mei, i meam it seems like most of you underrate her but anyways i dont think could beat someone of tsunade's or mei's level.
