I'd say he's mid kage level, unless you count Kurama (He was able to control it after all ), with Kurama he's easily high kage level.

Btw I'm pretty sure that he was at little older than 14, when he fought Minato. Nevertheless what I wrote here is how strong he was when he fought Minato, regardless of what his age was at that time.
