Is she an enabler to her children or is she like Shikamaru's mom?

For a long time, we fans wanted to imagine how Naruto's life would have turned out to be had Minato and Kushina lived and we almost got a perfect scenario with Bolt whose driving force to mischief is his father's absence just like his father himself. Yet I somehow think the picture isn't quite complete because of Hinata and her soft nature. She wouldn't really give us the idea of what might have happened if Kushina lived. I think instead of Minato, Kushina would have been the one to stop Naruto from all his mischiefs and Naruto would have ended up a more disciplined children at least in front of his mother.

I am not a fan of Hinata but not trying to bash her either just saying it would have been better if she could develop a mean streak at some point. After all, a huge aspect of the Naruto is series is- "Mothers are scary".
