We don't know about whether Sasuke has the strongest Uchiha genes seeing as though the blood waters down as every century passes. Power doesn't necessary affect your clan genetics. Someone who's great-grandfather was an Uchiha might still have children without the Sharingan despite they themselves awakening their Sharingan and Mangekyo.
Watered genetics argument is bullshit because transmigrants have the strongest genes. Naruto's genes is what allowed him to unlock the body of the Uzumaki/Senju progenitor, likewise Sasuke's genes is what allowed his eyes to reach their full potential and surpass every Uchiha.

I think that they could've done so eventually. Hashirama and madz were older than them when they had their biggest battles not to mention that Naruto and sasuke barely had time to use BSM and EMS before madz offed them. I think even without the sage handouts that with enough time they'd have surpassed the Hashi and Madz.
