I have just read a theory and i dont think that the jutsu jiraiya was talking about was the bijuu cloak. The jutsu requires naruto to have 100% control of the nine tails chakra. here is the link.

yea i dont think its the cloak either. remember before jiraiya fights pain and dies, he talking to the toad about the key to narutos seal. and the toad is all like, "what are you kidding me jman jr big nasty dawg" and jiraiya'a all like, "its the only way he can perform that jutsu" and the toad is like, "does he really need a jutsu like that?" doubt thats the cloak knowatimsayin
