What is that big gunbai on tobi's back for?

A Gunbai (軍配; Literally meaning "army arrangement") or gunbai uchiwa (軍配団扇; Literally meaning "army arrangement fan")

gunbai means army arrangement fan(yes, the giant fan tobi has on his back) but tobi is not commanding an army, since most of them are edo's under kabuto control, so that can't be its real purpose.

And did anybody notice this?

Theirs a scythe or kama chained to the war fan so i guess that one purpose. But what does the war fan do exactly.
