We keep using that term 'base mode' when doing comparatives of one shinobi versus another, yet what gets me is that there is no real clear definition. Seriously the whole purpose of being shinobi is to progress, so in a sense you're 'base mode' is always changing until you cannot acquire anymore. Just because you learned how to do a new jutsu, taijutsu, etc.. doesn't make that acquisition out of the realm of 'base mode'.
I personally think that Naruto's 'base mode' or any other shinobi's 'base mode' is wherever there at presently. If the power they had was temporary or an outside tool that could be destroyed like a sword or an amulet, then I say yes, that shinobi's 'base mode' is without those temporal enhancements. But if those enhancements are permanent like EMS, Bijuu mode or what have you, then the 'base mode' has changed.
