I mean Madara's body has hashi cells and many other secrets such as ones that allowed him to use mangekyo abilities without eyes. Maybe Kankuro can use Susanoo puppets now? PS requires nothing but chakra to generate and maintain the chakra construct. MS and even sharingan just awaken that special chakra to create susanoo, additional chakra either from EMS or Rikudou chakra is what makes PS.
