I was going to say this. Itachi is known for having people under genjutsu without the enemy noticing. I think Kabuto is already under Tsukuyomi.

Itachi has been known to be deceptive since he was introduced in the manga. I bet he willingly told Kabuto the plan to see Kabuto's reaction. We obviously know now that Kabuto has a counter in place for Tsukiyomi.
