He just absorbed the chakra from all the bijuus and combined them i.e. he did exact opposite of what Hagooromo did. So Naruto can no longer pull that chakra out as he did against Juubito using the tiny portion of bijuu chakra he has.
Sasuke only has the chakra not the will so he is not the jinchuriki. U_U

Nah he did the opposite .....he combined them once again. Hagoromo had originally split it into nine parts.We can say that it is the Juubi's chakra without its will.
Kurama never said that he is doing the same thing.

Sasuke was very surprised when He realized Naruto has more chakra than he thought. He was not smiling and even appears to be a little worried. He was smiling in the panel that said Naruto finally wanted to kill him. Which only proves the fact that Sasuke is still clueless about Naruto and continues to underestimate him.

Naruto has gotten much better at stategy since Kakashi started training him with the shadow clones. He sees shadow Naruto's clones as a sign of Naruto's weakness, he doesn't realize the clones are much stronger now and that Naruto uses them much more strategically to mold chakra for him and do other things. Even though Obito used kamui to get Sasuke out of the dimension Kaguya sent him to, that would not have been possible without Naruto's strategic use of clones to fool Kaguya and keep her and BZ occupied.

I think Naruto is using this attack to power down Sasuke and make him lose his susanoo so they have to fight on the same level they fought at the first time. He wants them to have a true test of their skills and not the powers they got from the sage. I think that's what he meant when he said "I want to defeat you properly and not the way you are right now." I think this attack is designed to use up their chakra and make it so Sasuke cannot use that tailed beast powered susanoo. I'm hoping that next chapter we'll see the start of a fight that's similar to their original fight at VOTE.
