Hiraishin or flash thunder god technique has 2 abilities. 1 is that you can instantly teleport to any marked location. And 2 is the ability to teleport without a marked location like how tobi could warp anywhere. thats what i think.

level 2 or not; how did the minato technique surpass tobiramma?

i believe its because of level 2 where he can transport creating ninjustsu; or it because tobiramma cant do it thus loosing a lot of chakra. Making minato surpass he's successor.

Tobi/madra cannot s/t aswell as ninjustsu or any other tecnique.

Minato needs to mark the target before he teleport towards it. FTG level 2 is just teleporting through the moving seal/marking.

alot of ppl said it here, its teleporting to a moving object, ( he threw the Kunai then teleported to it before it landed ) , thats pretty much it, watever he wills to do after teleportation is his thing, rasenga, kiss tobi, hug him, that doesnt matter.
