What is a Shinobi?

A shinobi is one who endures no matter what pain they may face. So in a way, without any bias Danzo was a shinobi. He endured the pain of being a coward by taking his frustration out on those he despised. He didn't give a damn about anyone other than the interest of his village. He would do anything to achieve peace even killing his own comrades. He even let the village be destroyed in order to rise from the ashes to become Hokage. He is the worst example of a true shinobi but a shinobi nonetheless,

There are multiple definition of Shinobi. In the opinion of Naruto's, Hashirama's and Jiraiya's, Shinobi is the one who endures. In Orochimaru's opinion, Shinobi is the one who uses Jutsu. In real life, Shinobi is stealthy. Either way, i would go with Orochimaru's view.

Yup, there were also those Shinobi rules mention in Land of Waves arc, like not showing emotions and putting mission above all else, and I would personally agree with that. In this regard, Root members were the true ninja, even Danzo was shown to have fear, but his men truly became just his tools who weren't afraid to die for him.
