Didn't Usopp meet Heracles before the Marineford war started? Yasopp appeared there. Unless he can be in two places at the same time, he isn't Heracles.

Yassop was with Shanks at Marineford to end the war. At that point in time Usopp was already with Heracles.

So no it's not possible.
