it cannot be a false phrase because the gedo was inside the moon, someone clearly put it there

As for Kaguya attempting infinte tsukuyomi, its possible she didnt use the moon but rather a chibaku tensei rock she made herself, after all the purpose of moon is to reflect the third eye and the light which traps people in genjutsu, so a simple chibaku tensei would also do (in fact the moon itself is created using chibaku tensei)

the chibaku tensei would have been destroyed when she died (the same with nagato)

The third eye opens only if one comes near the moon. Hagoromo also said that she used her eye power to control people. There was also a panel showing people connected to the ShinJukai Koutan, meaning that Hagoromo had actually seen it happen.
It was probably Hagoromo and his brother who stopped the IT.

Indeed. If he had been the Juubi's Jinchuuriki at the time he supposedly created the moon, that would be believable, as Madara created like what, 25 meteors with no difficulty at all. Madara can create a huge Chibaku Tensei too, but I'm not sure whether he could make it as big as the moon (Probably not, even as a Jinchuuriki). As for an old, tired, Jinchuuriki-less Sage, being able to create the moon... yeah. It seems illogical.

In the second scan you posted, I think it's just the third eye bringing forth to the genjutsu.
As for the part where Hagoromo said that she used gruesome eye powers on people... yeah, maybe she used a Byakugan and Sharinnegan combo. Who knows.
