Well I did dispute it, but I don't think you saw my reply. Using the juubi as an example is irrelevant because chidori and the juubi's tail strike are completely different attacks. One is a brute force crushing attack that comes into contact with a large amount of the rotation's chakra sufrace area, allowing easy repulsion of the attack, not to mention that it was a double combined timeskip rotation, adding to the effectiveness of the defence.

The chidori on the other hand, concentates all of its energy on a single point - only a very small portion of Neji's chakra would come into contact with it. The chidori is also designed specifically for penetration. From a chakra investment point of view , you have on one hand a huge amount of chakra compressed and released at the moment of impact into a directed stream of enormous penetrative energy. on the other you have probably a lesser amount of chakra released and spread out into a thin, spinning layer surrounding the user - perfect for protecting against giant hammers, punches etc. or a flurry of conventional ninja weapons, but against a high level penetrative high energy technique analogous to a bullet fired at a spinning tire? I think we'd see the chidori come out on top.

Neji would be wise to avoid the chidori. IMO we'd see him get a little proud and try to withstand the technique though. It's likely he'd get cut up pretty bad as his violently rotating body came into contact with the technique.
