What if Jiraiya had become Naruto's guardian?

After Minato sealed the Kyuubi, he sent the "key" toad to Jiraiya. He is Naruto's godfather after all, would it not make sense to have him look after Naruto from the very start instead of Naruto growing up alone.
I suppose if Kishimoto went down that route, maybe Naruto wouldn't as popular as the current story.

Well Jiraiya no doubt came back to Konoha for a while but Minato & Kushina wouldnt want Jiraiya looking after Naruto they wanted the village too.

Plus Jiraiya was always busy......and a pervert
