Neji can´t keep his rotation going forever and byakugan isn´t sharingan, it doesn´t follow movement, only 360 vision but that´s useless against lee, if he open the gates, he´ll be too fast for whatever neji tries.

You're wrong. Neji was unimpressed with weightless Lee's speed but he activated byakugan when he opened the third and fourth gate to track his movements.
