Neji can´t keep his rotation going forever and byakugan isn´t sharingan, it doesn´t follow movement, only 360 vision but that´s useless against lee, if he open the gates, he´ll be too fast for whatever neji tries.

I originally said that if neji close not all but just a couple of lee´s chakra points then the gates(which is chakra limiters) will damage lee way more then it normally does, what does that mean? Neji wins.

HOWEVER, if lee takes off his weight at the start of the fight then neji won´t keep up with him anymore and with his speed, he can pressure neji while at the same time being safe from his gentle fist, then when neji gets tired, lee opens the gates and win, this is IF lee takes of the weight before getting damage.

Fine 360 lets him know where he is without needing to look but to hell with that, lee is too fast for him either way.

Lee only knows close-combat which is what neji´s gentle fist is for, if he closes his chakra points then when lee tries the gates(chakra limiters), the chakra won´t flow to certain places and will do way more damage then when he normally use them and when that happens, neji wins simply.

However, the one thing lee got going for him is his speed when he takes off his weights and he can use that to push neji to his limit while staying out of his gentle fist and then use the gates which will mean the end for neji.
