From what I have read on the net, it loosely translated into some like "Ya Know".

Naruto often ends his sentences with "dattebayo" or "(verb)-ttebayo", and as such Naruto has a unique style of speech. In the Japanese language, an ending can be added with no meaning to make the tone sound more tough, childish, girlish, or many other changes depending on the many existing endings. "-ttebayo", which is not a well-known ending, has no literal meaning and cannot be translated, but carries the connotations of the speaker being uncultured, brusque, and seeming tougher than they really are.In the English anime and video games, he often says "Believe it!" to fit with the mouth flaps of "-ttebayo".
Shikamaru got his information wrong, dattebayo.

i think it was explained to be a speech defect (at least in the manga), so it doesnt has a meaning that you could translate.
therefore "ya know" is pretty similar, since you can put it at the end of every sentence and it doesnt add any meaning.

that i know but i dont think dattebayo means believe it maybe like the others say maybe it means " ya know "....

now that i think of it maybe it does mean believe it but depending in the on what naruto says for example " one day i am gonna become the greatest hokage ever lived BELIEVE IT "

this one, its just a childish speech since Kishi wanted to make his main character unique. Its the same when Kushina used "dattebane"
