I believe the Red Hair Pirates will make their debut end of wano-entering just before the next arc. We've seen shanks viewing luffys 1.5 billion bounty poster and his so called status as a "big pirate" /"5th yonkou". Hence , their promised time to meet has arrived. Instead of Luffy finding Shanks, i reckon Shanks might be reckless/too excited and come to wano or meet him nearby on the seas. It'd be so cool to see a shanks entering the sunny scene (similar to the shanks entering whitebeards ship scene) :O

Where are your proofs that BB will play a role in elbaf?

Kaido and Shanks already interacted within the story and we didn't get to see it I think if Oda wanted to he'd have done so then so I do not think we will Shanks involved in this battle with Kaido. Maybe the big war Kaido wants to start if he gets to start it but not now.

Also not sure Shanks will be in Elbaf, why would you think he'd appear there?

I think they will meet once the Kaido and BM matters are solved. It will take a few years before the meeting imo.
