i'd give him 2-3. He had interesting abilities, resources like the mini-Juubi that should've been explained and used more often, and a decent enough goal in trying to make Akatasuki great again that could've potentially made him the lead villain for the Boruto series, but the way he was portrayed destroyed his value. As i it stands right now, i'm of the opinion that he was a wasted character, especially because the staff wants to allegedly dial back on the power scaling.
