IT is super irrelevant. Only the top version of two characters plus one godtier character can cast it, and all three are OP without it.

People see it as a thing where Sasuke has an advantage over Naruto, and therefore Sasuke beats Naruto (OH NOOOO), but like, it's one thing. RSM is a huge advantage on its own.
