after saying this raikage looked at danzo and he said in his mind "u old fox"

does raikage mean that danzo have some connection in chunnin exam incident?

no its because fox's are a simbule for trikstures and to other stuff in japane so u can say that he means that he doesnt trust him because he doesnt show his true self.

its only a suspicion, i dont think he was not sure that Danzou had a hand in chunnin events.
Danzou's personality looks suspicous and raikage referred to that

Seems he's right in suspecting because Danzo has some ties with Orochimaru as seen in this page, and Orochimaru wanted to Destroy Konoha and it's Hokage.
