So what was Naruto actually being taught?
He didn't learn how to control Kurama.
He didn't learn 1 new jutsu
His Rasengan wasn't improved at all.
He didn't learn anything about his Futon ( HE DIDN'T EVEN KNOW WHAT CHAKRA NATURES WERE ).
He didn't learn a thing about Sage mode, he didn't know it existed..
He wasn't taught to counter things.

WHAT WAS HE DOING?

Meanwhile, in 1 year, Jiraiya manages to teach Yahiko/Konan/Nagato...
All 5 Chakra natures to Nagato, including "Some" mastery of the Rinnegan.
Water style to Yahiko, and Kenjutsu, as he was shown to be a user of it.
A unique style to Konan, something than might even be a Kekkai genkai.
How to survive alone in the war ravaged land.
Countless other things..

So was Jiraiya just lazy or was Naruto just extremely hopeless at learning.

He improved Naruto's taijutsu (intense enough to complete ruin Naruto's old clothes), taught him how to break genjutsus, taught him to summon other toads, taught him to use Oodama rasengan, was teaching him some unknown jutsu that Minato hope Naruto to master with Kurama's power, Naruto shown to be more adept with ninja tools (shoot a kunai from sleeve and summoning a giant shuriken), Naruto increased the time it takes to use Shadow clones (Kakashi complimented Naruto's improve timing in the bell test with Sakura). Also Jiraiya surrounded Naruto's training in trying to control Kurama's power and he got Naruto up to being able to control version 3 tail mode but during training Jiraiya slightly opened Naruto's seal and Naruto went Version 2 4 tails mode and lost all control.

Also Naruto trained for 2 1/2 years 1st page of Shippuden has Jiraiya and Naruto talking about it

Naruto wasnt allowed to use that haxxed clone training during the timeskip because PIS ,he had to look like a noob in front of Sasuke for plot reasons,to get motivated once again blah blah blah.

Actaully the Rasengan is a complex jutsu, Tsunade called it impossible for anyone but Minato and Jiraiya to use it. Kakashi then said how he and Minato failed to combine their physical recomposition/nature transformation, with the rasengan which Naruto did. Naruto shown to learn complex jutsus a lot faster than most ninjas and learning to use his shadow clone to shorten his training time makes his potential the highest in the manga. He can literally train with hundreds of clones every day for years, if he trained using 200 clones then everyday of training is worth 200 days (as he did learning to control his wind nature), 1 year worth of training would be worth about 73,000 days of training and that's with only his chakra, he can make even more clones with Kurama's chakra.

If you put down a list and compared them like this then it is hard to see the difference, but there is a world of difference between the PT1 Naruto and the PT2 Naruto.
